(英)(日) This paper explores the current location of 'lifelong learning' within the framework of Higher EducationPolicy in Europe by overviewing European approaches to Lilelong learning issues since the early post-war years，as well as the development of European higher education policy since the 1970s. It is followed by a briefillustration of some challenges conducted by the European Univerity Continuing Education Nelwork (EUCEN)for developing the lifelong learning dimension of higher education institutions in Europe and current EU policytowards University Lifelong Learning.It is pointed out that issues of lilelong learning have not been seriously touched upon throughout thecurrent highr education policy in Europe，though its necessity has been widely recognized within the overrallpolitical debates on education and training. Nevertheless，recent polilical debates and statislics have shownthat adult learning has been drawing attention in recent years and the univercity has therefore to consider how and to what extent it should open its door to adult learners in response to the urgent need for fostering a'Europe of Knowledge'.本稿は，EUレベルでの高等教育政策の中で，生涯学習がどのように位置づけられており，何が今目的な課題となっているのかという点について，EU城内の生涯学習に関わる政策全般の発展経緯，政策文書，欧州の高等教育機関における生涯学習を推進するために創設された国際非営利組織European University Continuing Education Network (EUCEN)の提言内容などを検討することにより明らかにすることを目的とする．欧州レベルでの高等教育政策は，1990年代から飛躍的に発展を遂げるが，その中での生涯学習の取扱いについては，いまだ周辺的な事項として位置づけられているに過ぎず，同時期に進行している生涯学習を推進する動きとは必ずしも連動していない．しかしながら，今日「知識を基盤とした欧州」に対応した質の高い労働力が求められる中で，とりわけ成人学習の重要性が謳われており，こうした需要に大学がいかに応えていくべきであるのかということが，欧州城内での高等教育における生涯学習のあり方を論じる際に，焦眉の課題となってきている．
